Athletic Field Manager

The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking an Athletic Field Manager to support the Athletic Field Program manager in the day-to-day management of fields maintenance, construction and renovation of all athletic fields and grounds. The successful candidate will work to ensure that maintenance standards are met, and fields’ conditions are monitored on a routine basis as well as provide reports to management on alternative maintenance methods to optimize use.  This position will also work in tandem with the operational staff to ensure that all park constituents’ needs are met. The position is located within the Montgomery County Department of Parks, Southern Parks Division, which serves a diverse population of over one million residents in Montgomery County, Maryland, and manages 421 parks on more than 37,000 acres of parkland. The mission of Department is to:

  • Defines goals and objectives for Parks Athletic Field Maintenance Program and facilities within Montgomery County.
  • Sets program standards.
  • Plans, researches, and evaluates programs.
  • Develops, recommends, and implements policies and procedures.
  • Manages and coordinates athletic field programs that include turf maintenance training programs, equipment operation training programs and athletic field development and maintenance, community relations, intergovernmental relations, environmental protection, etc.
  • Oversees the training, testing and certification of parks staff in operating specialized athletic field turf maintenance equipment.
  • Allocates resources to accomplish program standards.
  • Coordinates programs and projects within Montgomery Parks and externally as required with other Commission divisions, government agencies, etc. to accomplish goals and objectives.
  • Monitors athletic fields within Montgomery Parks for environmental integrity.
  • Recommends and implements corrective actions for environmental problem areas identified.
  • Reviews and responds to water, sewer, and building permits to assess their impact on athletic fields.
  • Works with internal and external experts to develop action plans and programs to protect Athletic fields and the environment.
  • Serves on departmental and inter-agency committees for the purpose of coordinating and developing programs, resolving problems of mutual interest, or exchanging information.
  • Works with community groups, park and recreation councils, and citizens to resolve problems and promote park operations goals.
  • Investigates complaints involving highly sensitive issues and problems.
  • Acts as a liaison between league coordinators/coaches and management.
  • Initiates and directs research to improve athletic field maintenance programs or facilities.
  • Conducts surveys to identify needs or trends.
  • Meets with other government representatives to identify new programs, equipment, or methods.
  • Develops programs based on research and information gathered.
  • Plans, implements, and monitors special athletic field programs and projects within Montgomery County Parks.
  • Makes recommendations for changes in maintenance practices or techniques to area operations manager to correct deficiencies.
  • Assists with the coordination of field closures due to inclement weather or renovations with permitting office.
  • Assists Park Manager in the interpretations and enforcement of player etiquette, field closures and athletic field rules.
  • Coordinates the planning and scheduling of the work of supervisors and other park operations staff including temporary and volunteer staff.
  • Conducts performance management reviews and counsels’ coaches/staff for improvement.
  • Develops and approves performance improvement plans for employees.
  • Recruits and selects staff.
  • Oversees and recommends staff training programs.
  • Initiates disciplinary and recognition actions for staff.
  • Approves time cards and leave requests.
  • Supervises the documentation and prepares records, reports, and other correspondence relating to athletic field conditions and required maintenance.
  • Reviews and approves records of revenues and expenditures, time cards, inventories of supplies and equipment, accident/injuries, memoranda, activity reports, brochures, etc.
  • Prepares complex administrative, financial, and operational reports (e.g., memoranda, activity reports, marketing brochures, etc.).
  • Manages and coordinates operating budget for athletic field program and capital improvement projects.
  • Prepares annual budget request for the program.
  • Controls expenditures within approved budget.
  • Provides input and makes recommendations concerning major renovation or park development projects, park master plans, CIP projects, etc. as requested.
  • Works with other commission divisions to ensure that plans and specifications meet commission goals and objectives.

Minimum Qualifications

Bachelor’s degree in park management/administration, outdoor recreation, natural sciences or a related field and four (4) years of progressively responsible park operations experience that includes park operations program planning and development, supervision of a diverse staff, and responsible professional experience in at least two of the following program areas: interpretation, enterprise, park maintenance, environmental protection/conservation; or an equivalent combination of education and experience; and a valid driver’s license or the ability to acquire one; may require state pesticide certification.
