STATUS:                      Regular, full-time, non-union, exempt

Primary Objective of Position:   Under general direction, manages and maintains developed and undeveloped parks, trails and recreation facilities including major sports turf complexes, design/development review of related projects and minor construction and renovation of projects in accordance with an established budget and personnel policies.

Duties are generally performed in an office setting where hazards and discomforts are minor and controllable. Some duties require the ability to access park lands, trails, open space and construction sites where exposure to inclement weather, chemical compounds, high traffic, and loud noises may be encountered.  Some duties require substantial contact and an ability to collaborate with and make presentations to park board members, neighborhood councils, homeowners’ associations, citizens and user groups.

Coordinate and direct the maintenance of all City of Missoula public parks, trails, sports fields, related facilities and amenities, and department vehicles and equipment; assign work and monitor its timely completion; provide leadership and general direction to staff in performing duties, such as maintaining facilities, equipment, rolling stock, sports fields and related amenities; train and advise employees on appropriate methods and techniques for completing assignments; supervise approximately 35 employees.

Oversee or perform park and recreation facility development projects and manage minor construction projects, conduct weekly maintenance staff meetings; prepare proposed operating and capital project budgets for Park Maintenance Unit; monitor park maintenance and development goals and objectives, and adjust work plans to achieve them; approve and monitor budget and spending including use of staff and contractor resources, equipment, materials, and overtime; hire seasonal and intermittent maintenance employees; establish and implement staff performance measures and benchmarks; identify training needs, evaluate performance of assigned personnel, and work with employees to correct deficiencies and build strengths; review maintenance personnel time sheets and leave requests for accuracy.

Assist with strategic planning for department; prepare a variety of reports and planning documents; coordinate the activities of maintenance staff with other department supervisors to facilitate efficient, effective, and professional departmental operations and delivery of services; coordinate with other agencies and groups to implement department plans; ensure the safety of park users, staff, facilities, vehicles, and equipment; respond to citizen requests and complaints; perform other duties as assigned.

Knowledge, Skills and Other Characteristics:

Knowledge of Montana Code Annotated and Missoula Municipal Code relating to parks and recreation; Knowledge of Parks & Recreation Department policies and procedures;

Knowledge of park maintenance and development principles and practices, including budgeting, risk management, strategic planning, park and sports field  design, park and sports field construction, irrigation, landscaping, and vehicle maintenance;

Knowledge of the principles and practices of leadership, employee supervision, performance, and training;

Knowledge of principles and practices of collective bargaining;

Knowledge of City of Missoula Master Plan for Parks and Recreation, Active Transportation Plan, and Parks Department Master Fee Schedule;

Knowledge of the Americans with Disabilities Act;

Knowledge of parks and recreation safety considerations and OSHA standards and guidelines;

Knowledge of best practices and systems maintenance for recreation facilities, improvements and related amenities, structures, parks operations shop and fleet;

Skill in managing the day-to-day operations and budgets of a parks maintenance and development division; Skill in understanding and interpreting complex laws, regulations, policies, procedures, and guidelines;

Skill in supervising and training employees;

Skill in managing employees in a union environment;

Skill in training employees on a large variety of park related equipment, tools, and systems;

Skill in planning, developing and implementing maintenance systems for developed parks, recreation facilities, sports fields and trails;

Skill in negotiating and communicating, in person and in writing;

Skill in establishing and maintaining effective relationships with elected officials, local businesses, schools, community service organizations, city employees, and citizens.
